When you start the city, before you start building, type FUND. It will ask
you if you want to float a bond at 25%. Say yes. Type FUND again and say
yes. Then, go into the budget window, go to the books on Bonds, and say
ISSUE BOND. It will ask you if you want to float a bond at .% Say yes--
it is actually negative interest, so the bank pays you 1.5 million dollars
a year forever, as long as you don't pay back the bonds.
